HQ combines sport-specific evidence, simulation, model consensus, specialist review, uncertainty calibration and Red Team challenge before a qualified prediction is released. When the evidence is not strong enough, the system can return NO PICK instead of forcing certainty.
NO PICK is a feature, not a failure.
If evidence quality, agreement or reliability does not clear the release gate, HQ can withhold the prediction. This reduces pressure to publish a pick simply because an event exists.
The Prediction Vault preserves the pre-event record.
Qualified predictions are locked before the event according to HQ timing rules and later graded against the official outcome. The goal is an auditable history rather than retroactive rewriting.
